Major HMO Charged with Patient Dumping

Los Angeles City Attorney Rocky Delgadillo announced on Nov. 16 that he had filed civil and criminal charges against the Kaiser Foundation Hospitals for patient dumping. Kaiser Foundation Hospitals is part of Kaiser Permanente, the largest HMO in the country. The charges stemmed from an incident caught on film in March 2006, in which Kaiser discharged 63-year-old Carol Ann Reyes, a homeless woman suffering from mental illness, in front of the Union Rescue Mission, a homeless shelter on Los Angeles' Skid Row. Kaiser has been charged with false imprisonment and dependent adult endangerment. The civil charges include failure to follow state laws mandating proper discharge planning for all patients and seek an injunction to compel Kaiser to comply with all such laws.
