Maryland Jury Convicts Former Executive on FCPA Charges for Bribing Russian Official to Win Nuclear Fuel Transportation Contracts

On Nov. 22, 2019, a Maryland federal jury convicted the former President of U.S. transportation company, Transportation Logistics Inc. (TLI), on charges of violating the Foreign Corrupt Practices Act (FCPA), wire fraud and conspiracy in relation to bribes paid to an official at a Russian state uranium supplier in exchange for more than $33 million in contracts for the transportation of nuclear materials to and from Russia. Mark Lambert, was co-President of TLI from 2010 to 2016. Daren Condrey, TLI's other former co-President, previously pled guilty for his role in the scheme and cooperated with authorities, including by testifying in Lambert's prosecution.

The charges related to approximately $1.7 million in kickbacks paid from at least 2007 to around 2014 to Vadim Mikerin, an official at JSC Techsnabexport (Tenex), a subsidiary of Russia's State Atomic Energy Corporation (Rosatom), in exchange for securing lucrative transportation contracts for TLI. Moscow-based Tenex is the only exporter of Russian uranium and uranium enrichment services to nuclear power companies worldwide and was involved in a program to transport uranium to the U.S. from Russia as part of U.S. efforts to purchase and remove unsecured nuclear weapons from the former Soviet Union.
